MOBI-TWIN CROSS-REGIONAL POLICY LAB – 17 MARCH 2026

On behalf of the MOBI-TWIN Consortium, we are pleased to extend a formal invitation to the Cross-Regional Policy Lab. This event, funded under the European Commission’s Horizon Europe programme, serves as a high-level consultative platform to address the evolving patterns of spatial mobility within the context of the -Green and Digital- Twin Transition .

1. Executive Overview

The Cross-Regional Policy Lab represents a critical milestone in the MOBI-TWIN project. Its primary objective is to synthesize evidence-based insights from five distinct European pilot regions into a cohesive framework for policy recommendations applicable at the EU and macro-regional levels.

2. Strategic Context: Building on Regional Findings

The Lab builds upon the outcomes of five regional policy labs conducted in early 2026. These sessions identified specific vulnerabilities and opportunities tailored to the unique socio-economic structures of the following pilot regions:

  • Central Macedonia (Greece): Strategies to mitigate “brain drain” and enhance intra-regional connectivity through agro-tech innovation and upgraded rail logistics.
  • North & East Finland (Finland): Addressing long-distance challenges and sparse populations via regional rail systems and integrated “multilocal” service models.
  • Lombardy (Italy): Bridging rural-urban accessibility gaps and aligning housing policies with evolving employment patterns through active mobility.
  • Groningen (Netherlands): Tackling mobility deprivation in ageing populations by implementing minimum mobility guarantees and integrated transport policies.
  • Castilla-La Mancha (Spain): Overcoming connectivity bottlenecks to attract talent through enhanced telework infrastructure and rural digital visibility.

3. Methodological Framework: The “Open Studios” Approach

To ensure a transdisciplinary and inclusive dialogue, the event will utilize the Open Studios methodology. This structured environment facilitates the interpretation of quantitative model results into qualitative policy pathways through three distinct phases:

  1. Informative Phase: Presentation of the Regional Attractiveness Index (RAI) and MOBI-TWIN model results to establish a common evidence base.
  2. Divergence Phase: Participatory breakout sessions designed to explore similarities, shared challenges, and transferable solutions across regions.
  3. Convergence Phase: Collaborative co-creation of actionable policy concepts and intervention themes to support regional resilience and sustainability.
